Is it okay for a 13 year old to wear makeup on special occasions?

for school i just curl my lashes and use a lipgloss or tinted lipbalm. well i dont wear makeup to school because 1) its a pain in my butt 2) i go to a all girls school 3) guys say im pretty/ier without it. but on special occasions (did i spell that right) i wear: concealer (if i have a zit that day) blush, clear mascara and lipgloss. is that okay? i take good care of my skin and im still girly but makeup sometimes annoys that crap outta me.
