What is this PC game?

I played this years ago as a demo on my old computer. It's a city building sort of game. It;s set in roman times and you basically build a city and houses and settlers come to your city and make a home. You could build bathhouses and aqueducts and things like that to make your city better. I've played both age of empires and Sid Meier's Civilization and they both arn't what i'm looking for. Please help. Who ever nails the game on the head gets best answer obviously..
