What does this question mean? READ DESCRIPTION PLEASE :)?

It is pretty much asking whether or not they were able to empathize with the Native Americans. "To what extent" is asking if they were able to empathize greatly, somewhat, or not at all. It is pretty much leaving it open to all answers to make sure that you know the true answer.
